Information of interest for Ukrainian citizens / Важлива інформація для громадян України

In the context of the Russian military aggression in Ukraine, as per the information relayed by the proper authorities of the Ministry of Internal Affairs, we hereby inform that Ukrainian citizens who do not possess valid biometric passports and who have left Ukraine on or after February 24th 2022, may cross Romania’s borders for the purpose of transit back to Ukraine, without a visa presenting, as follows:
1. internal passport of the Ukrainian citizen (identity bulletin, old model, with Cyrillic lettering only – e.n.);
2. internal passport of the Ukrainian citizen (electronic identity card, in Ukrainian and transliterated in English – e.n.);
3. non-biometric passport of the Ukrainian citizen, for travel (eventually with annotation regarding the extension of its validity;
4. birth certificate (recommended to be accompanied by a photo ID document, for the purposes of identification);
5. minors whose details are written in the passport of one of the parents;
6. travel document issued by Ukrainian diplomatic missions and consular offices abroad (Travel document for a child OR Certificate for return, including old models;
7. residence permit issued by a MS to temporary protection beneficiaries (Ukrainian beneficiaries, as per Council Implementing Decision (EU) 2022/382 of 4 March 2022 establishing the existence of a mass influx of displaced persons from Ukraine within the meaning of Article 5 of Directive 2001/55/EC, and having the effect of introducing temporary protection), together with a valid biometric passport, one of the documents specified under items 1-6 or a travel document issued by a EU Member State.
Ukrainian citizens that do not fall within the categories specified above (and have left Ukraine prior to February 24th 2022) may enter Romania respecting the provisions established under art. 6 para. (1) of Regulation (EU) 2016/399 of the European Parliament and of the Council of 9 March 2016 on a Union Code on the rules governing the movement of persons across borders (Schengen Borders Code), including the obligation to hold a visa for persons who hold simple passports issued by Ukraine.
We would like to specify that currently, Ukrainian citizens arriving from the conflict area are allowed entry into Romania without being asked to present a visa, regardless of the type of travel document held (for humanitarian reasons, as per the provisions of art. 6 para. (5) of Regulation (EU) 2016/399, which also applies to Ukrainian citizens in transit).
Ukrainian refugees may seek also seek employment on the territory of Romania without the need to obtain a work visa from Romanian diplomatic missions in Ukraine.

1. Внутрішній паспорт громадянина України (посвідчення особи старого зразка з виключно кириличним написання – н.н.);
2. Внутрішній паспорт громадянина України з безконтактним електронним носієм (посвідчення особи з безконтактним електронним носієм, на українській мові з транслітерацією на англійську мову– н.н.);
3. Небіометричний паспорт громадянина України для виїзду за кордон (можливо, із зазначенням продовження терміну дії);
4. Свідоцтво про народження (рекомендовано, у супроводі документа з фотографією, для ідентифікації);
5. неповнолітні, дані яких внесені до паспорта одного з батьків;
6. посвідчення особи на повернення в Україну, видане дипломатичним представництвом/консульським відділом України за кордоном (Travel document for a child або Certificate for return, у тому числі старого зразка);
7. дозвіл на проживання, наданий державою-членом особам, які отримали тимчасовий захист (громадяни України, які отримали тимчасовий захист, відповідно до Імплементаційного рішення Ради ЕС 2022/382 від 4 березня 2022 року що встановлює наявність масового напливу переміщених осіб з України у розумінні статті 5 Директиви 2001/55/ЄС та запроваджує надання тимчасового захисту, тимчасового захисту на території держави-члена), при наявності дійсного біометричного паспорту, одного із зазначених в пунктах 1. – 6. або проїзного документа, виданого державою-членом ЕС.
Громадяни України, які не належать до вищезазначених категорій (покинули Україну до 24 лютого 2022 р.) можуть в'їхати до Румунії з дотриманням умов, встановлених ст. 6 абз. (1) Регламенту (ЄС) 2016/399 [1] Європейського Парламенту і Ради від 09 березня 2016 року про Кодекс Союзу про порядок перетину кордонів особами (Шенгенський кодекс кордонів), включаючи вимогу щодо наявності візи для власників простих паспортів, виданих Україною.
Зазначаємо, що наразі громадянам України, які прибувають з зони конфлікту, дозволяється в’їзд до Румунії без в’їзної візи, незалежно від типу документа (з гуманітарних міркувань, відповідно до положень ст. 6 абз. (1)) Регламенту (ЄС) 2016/399, ситуація також застосовується щодо громадян України, які прямують транзитом).
Українські біженці можуть працевлаштовуватися на території Румунії без необхідності отримання робочої візи в дипломатичних представництвах Румунії в Україні.
