The Romanian visa is issued by the diplomatic missions and consulates of Romania link.
A visa application can be lodged at the competent diplomatic missions or consular posts of Romania in the area of residence of the applicant, as well as where the applicant is legally settled.
Visa applications can be lodged only individually and all attached supporting documents must be presented in original and copy upon visiting the competent Romanian diplomatic mission/consular post.
Please note that the duration of the visa application procedure may vary depending on the level of congestion at the diplomatic mission where the application is lodged, as well as on the speed with which all the documents required for processing the visa application are submitted and whether or not a decision from the National Visa Centre/General Inspectorate for Immigration is needed.
After the online visa application is validated on http://eviza.mae.ro/, an appointment for the interview shall be granted at the Romanian diplomatic mission/consular post.

In order to establish the right of stay on the Romanian territory, please bear in mind that the date of entry shall be the first day of stay in the Romanian territory and the date of exit shall be considered the last day of stay. Periods of stay authorized under a residence permit or a national long-stay visa are not taken into account when calculating of the duration of stay.
When calculating the right of stay of third-country nationals, please consider that the maximum period of stay in Romania is up to 90 days in any period of 180 days.

Visas requested by citizens of states or territorial authorities not recognized by Romania are granted upon request, on separate visa forms.

Please note that the duration of the visa application procedure may vary depending on the degree of congestion at the diplomatic mission where the application is lodged, as well as on the speed with which all the documents required for processing the visa application are submitted.
Short-stay visa applications may be submitted at least 3 weeks prior to the planned day of travel, but no longer than 3 months in advance. It is advisable that long-stay visa applications be submitted at least 45 days prior to the planned day of travel, but no more than 90 days. The issue of visas when the applications are submitted within a very short time prior to the planned day of travel cannot be guaranteed.
Short-stay visa applications may be submitted at least 3 weeks prior to the planned day of travel, but no longer than 3 months in advance. Applicants are urged to apply for the visa as soon as possible once the travel plan has been decided upon. Visas are issued exclusively at the end of the examination process, no sooner, and are processed, generally, in the order in which they were submitted in the EVIZA portal.
Please be informed that each visa application is individually analyzed, depending on the purpose of the application, the results of the specific interview and of the personal circumstances of the visa applicant.
The reasons for the visa refusal are mentioned in the Form for notifying and supporting the refusal, handed to the visa applicant upon collecting the travel document from the diplomatic mission/consular post.
Please be advised that a visa application which has been examined and decided upon cannot be re-examined.
Also note that according to the provisions of the national legal framework, holding a visa does not guarantee the holder entry into the national territory.

Also note that according to the provisions of the national legal framework, holding a visa does not guarantee the holder entry into the national territory.
A new visa application may be lodged at any time, should all the supporting documents meet the requirements as provided for by the current legal framework. Any such application will be examined individually.
Short-stay visa holders cannot extend their stay in Romania.
However, if, for objective reasons, the short-stay visa holder cannot leave Romania within the period granted through the visa, they may be subjects of a return decision issued by the territorial units of the General Inspectorate for Immigration. (link)
Foreigners having entered the territory of Romania with a long-stay visa may apply for the extension of the right of temporary residence and obtain a residence permit. The request filed in this respect must be addressed to the territorial offices of the General Inspectorate for Immigration within the Ministry of Administration and Interior.
However, if, for objective reasons, the short-stay visa holder cannot leave Romania within the period granted through the visa, they may be subjects of a return decision issued by the territorial units of the General Inspectorate for Immigration. (link)

Therefore, you may travel to Romania without a visa only if you hold a valid Schengen visa with at least two entries.
The period of validity, right of stay and number of entries granted by the Schengen visa should not be expired. Moreover, the right of stay in Romania shall be equal to the right of stay conferred for by the Schengen visa (example: a Schengen visa holder with a right of stay of 10 days, will have the right to stay in Romania only for 10 days).
Therefore, you may travel to Romania without a visa only if you hold a valid Schengen visa with at least two entries.

Yes, solely under the provisions of Decision No 565/2014/EU of the European Parliament and of the Council of 15 May 2014 introducing a simplified regime for the control of persons at the external borders based on the unilateral recognition by Bulgaria, Croatia, Cyprus and Romania of certain documents as equivalent to their national visas for transit through or intended stays on their territories not exceeding 90 days in any 180-day period and repealing Decisions No 895/2006/EC and No 582/2008/EC.

The right of stay on the territory of Romania shall not exceed the right of stay granted by the aforementioned visas.

• application form;
• valid passport;
• passport, or ID of the EU/EEA/CH citizen, in the original and copy, as well as, when the EU/EEA/CH citizen is already on the territory of Romania, the copy of the passport or their ID, as well as the copy of the document that attests to the residence of the EU/EEA/CH citizen on the territory of Romania, certified in accordance with the original by the General Inspectorate for Immigration of the Romanian Ministry of Interior;
• proof of family ties.
(*) Please note that the term “Family members” refers to either of the qualities below:
• the spouse;
• direct descendants, irrespective of their nationality, who are under the age of 21 or are supported by the EU/EEA/CH citizen, as well as those of the spouse;
• direct ascendants, irrespective of their nationality, who are supported by the EU/EEA/CH citizen, as well as those of the spouse.
Visa applicants who are family members of an EU/EEA/CH citizen are not required to fill-in the fields marked with an asterisk (*) in the visa application form.
By exception from the provisions of Article 5(3) of Government Emergency Ordinance no.102/2005 republished, subsequently modified and completed, third-state nationals who are family members of an EU/EEA/CH citizen are exempt from the visa requirement for Romania, should they cumulatively fulfil the following conditions:
• They accompany or join in Romania, the EU/EEA/CH citizen who exercises their right of residence on the territory of Romania;
• They hold a valid document that attests their residence on the territory of another member state of the EU, as a family member of the citizen of the EU/EEA/CH that they accompany or join on the territory of Romania.

You can either check the updates available in your personal account on the EVIZA platform (http://eviza.mae.ro/) or contact directly the Romanian diplomatic mission/consular office where you submitted your visa application.

Registration of the letter of guarantee is requested to certain categories of aliens and only when applying for the Romanian short stay visa for business purpose (type C/A). For individuals from Afghanistan, Madagascar, Pakistan, and Yemen who wish to travel to Romania, the obligation for OPV (oral polio vaccine) or IPV (injectable polio vaccine) vaccination is maintained. The aforementioned categories of persons do not have the right to leave the territories of said states, regardless of the border crossing point (road, sea, air), without documents that attest to antipolio vaccination, the authorities of said states having the right to forbid that they leave the territory.
To avoid such situations, persons from the aforementioned categories, who apply for Romanian entry visas are required to submit their international vaccination certificates that attest to their polio vaccination. For citizens from the aforementioned states that have not been vaccinated in the past 12 months, vaccination shall be made 4 weeks prior to the trip or, in cases of emergency, right before the trip.
