Visa processing fees
In accordance with the provisions of the legislation in force, visa processing fees are as follows:
- - Airport transit visa (marked A) - 90 EUR;
- - Uniform Visa (marked C) - 90 EUR;
- - Children aged 6-12 years (for A, C visas types) - 45 EUR;
- - Long-stay visa (marked D) - 120 EUR;
The visa processing fees are charged in EUR, as well as in US Dollars, or in the currency of the state of residence, based on the average exchange rate from the previous month.
In countries with a free currency market, visa fees are usually charged in EUR or in US Dollars.
IMPORTANT! Not paying the visa fee triggers the inadmissibility of a visa application (the application shall not be accepted at the counter).
Visa fees charged in accordance with the provisions of agreements concluded between the EU and third-states:
At present, there are 12 such agreements concluded between the European Union and the following third-states:
- Ukraine;
- Republic of North Macedonia;
- Serbia;
- Montenegro;
- Bosnia and Herzegovina;
- Albania;
- Republic of Moldova;
- Georgia;
- Armenia;
- Azerbaijan (enters into force starting with September 1st 2014);
- Cape Verde (enters into force starting with December 1st 2014);
- Belarus (enters into force starting July 1st 2020).

[1] Fees for processing the visa application are waived for the following categories of persons:
- (a) close relatives — spouses, children (including adopted), parents (including custodians), grandparents and grandchildren of Albanian citizens legally residing in the territory of the Member States;
- (b) members of official delegations who, following an official invitation addressed to the Republic of Albania, shall participate in meetings, consultations, negotiations or exchange programmes, as well as in events held in the territory of the Member States by intergovernmental organisations;
- (c) members of the Council of Ministers, Parliament, Constitutional Court and Supreme Court, if they are not exempted from the visa requirement by the present Agreement;
- (d) pupils, students, post-graduate students and accompanying teachers who undertake trips for the purpose of study or educational training;
- (e) children under six years of age;
- (f) disabled persons and the person accompanying them, if necessary;
- (g) persons who have presented documents proving the necessity of their travel on humanitarian grounds, including to receive urgent medical treatment, and the person accompanying such person, or to attend a funeral of a close relative, or to visit a seriously ill close relative;
- (h) participants in international sports events and persons accompanying them in a professional capacity;
- (i) persons participating in scientific, cultural and artistic activities including university and other exchange programmes;
- (j) participants in official exchange programmes organised by twin cities;
- (k) politically persecuted persons during the communist regime;
- (l) pensioners;
- (m) representatives of civil society organisations travelling to attend meetings, seminars, exchange programmes or training courses;
- (n) journalists;
- (o) representatives of religious communities registered in the Republic of Albania;
- (p) drivers conducting international cargo and passenger transportation services to the territories of the Member States in vehicles registered in the Republic of Albania;
- (q) members of train, refrigerator and locomotive crews in international trains, travelling to the territories of the Member States;
- (r) members of the professions participating in international exhibitions, conferences, symposia, seminars or other similar events held in the territory of the Member States.
[2] Fees for processing the visa application are waived for the following categories of persons:
- (a) close relatives — spouses, children (including adopted), parents (including custodians), grandparents and grandchildren of nationals of Bosnia and Herzegovina legally residing in the territory of the Member States;
- (b) members of official delegations who, following an official invitation addressed to Bosnia and Herzegovina, shall participate in meetings, consultations, negotiations or exchange programmes, as well as in events held in the territory of the Member States by intergovernmental organisations;
- (c) members of the Court of Bosnia and Herzegovina and the prosecutor office of Bosnia and Herzegovina, if they are not exempted from the visa requirement by the present Agreement;
- (d) pupils, students, post-graduate students and accompanying teachers who undertake trips for the purpose of study or educational training;
- (e) children under six years of age;
- (f) disabled persons and the person accompanying them, if necessary;
- (g) persons who have presented documents proving the necessity of their travel on humanitarian grounds, including to receive urgent medical treatment, and the person accompanying such person, or to attend a funeral of a close relative, or to visit a seriously ill close relative;
- (h) participants in international sports events and persons accompanying them in a professional capacity;
- (i) persons participating in scientific, cultural and artistic activities including university and other exchange programmes;
- (j) participants in official exchange programmes organised by twin cities;
- (k) journalists;
- (l) representatives of the traditional religious communities in Bosnia and Herzegovina visiting diasporas of Bosnia in Herzegovina in the territory of the Member States;
- (m) representatives of civil society organisations travelling to attend meetings, seminars, exchange programmes or training courses;
- (n) drivers conducting international cargo and passenger transportation services to the territories of the Member States in vehicles registered in Bosnia and Herzegovina;
- (o) members of train, refrigerator and locomotive crews in international trains, travelling to the territories of the Member States;
- (p) pensioners;
- (q) members of the professions participating in international exhibitions, conferences, symposia, seminars or other similar events held in the territory of the Member States.
[3] In accordance with the provisions of Council Regulation (EC) No 1244/2009 of 30 November 2009 amending Regulation (EC) No 539/2001 listing the third countries whose nationals must be in possession of visas when crossing the external borders and those whose nationals are exempt from that requirement, FYROM nationals in possession of biometric passports are exempt from the visa obligation (OJ L336,18.12.2009, p.1); the facilitation agreement continues to apply to holders of non-biometric passports.
[4] In accordance with the provisions of Regulation (EC) no. 1244/2009 amending Regulation (EC) no. 539/2001, Serbian nationals in possession of biometric passports [except holders of Serbian passports issued by the Serbian coordination department (in Serbian: Koordinaciona uprava)] are exempt from the visa obligation (OJ L336, 18.12.2009, p.1); the facilitation agreement continues to apply to holders of non-biometric passports and holder of passports issued by the Serbian coordination department.
[5] In accordance with the provisions of Council Regulation (EC) No 1244/2009 of 30 November 2009 amending Regulation (EC) No 539/2001 listing the third countries whose nationals must be in possession of visas when crossing the external borders and those whose nationals are exempt from that requirement, nationals of Montenegro holders of biometric travel documents are exempt from the obligation of holding a visa; given that non-biometric travel documents issued by Montenegro are no longer in circulation, the visa facilitation agreement is no longer applicable in practice.
[6] Fees for processing the visa application are waived for the following categories of persons:
- (a) for close relatives — spouses, children (including adopted) parents (including custodians), grandparents and grandchildren — of citizens of Ukraine legally residing in the territory of the Member States;
- (b) for members of official delegations who, following an official invitation addressed to Ukraine, shall participate in meetings, consultations, negotiations or exchange programmes, as well as in events held in the territory of one of the Member States by intergovernmental organisations;
- (c) members of national and regional Governments and Parliaments, Constitutional Courts and Supreme Courts, in case they are not exempted from the visa requirement by the present Agreement;
- (d) pupils, students, post-graduate students and accompanying teachers who undertake trips for the purpose of study or educational training;
- (e) disabled persons and the person accompanying them, if necessary;
- (f) persons who have presented documents proving the necessity of their travel on humanitarian grounds, including to receive urgent medical treatment and the person accompanying such person, or to attend a funeral of a close relative, or to visit a close relative seriously ill;
- (g) participants in international sports events and persons accompanying them;
- (h) persons participating in scientific, cultural and artistic activities including university and other exchange programs;
- (i) participants in official exchange programmes organised by twin cities;
- (j) journalists;
- (k) pensioners;
- (l) drivers conducting international cargo and passenger transportation services to the territories of the Member States in vehicles registered in Ukraine;
- (m) members of train, refrigerator and locomotive crews in international trains, travelling to the territories of the Member States;
- (n) children under the age of 18 and dependant children under the age of 21.
Emergency fees for the processing of visa applications are also waived for the categories of persons who find themselves in the situations described at points (b), (c), (e), (f), (j), (k) above.
[7] The fees for processing the visa application are waived for the following categories of citizens:
- (a) pensioners;
- (b) children below the age of 12;
- (c) members of national and regional governments and of Constitutional and Supreme courts, in case they are not exempted from the visa requirement by this Agreement;
- (d) disabled persons and the persons accompanying them, if necessary;
- (e) close relatives – spouse, children (including adopted), parents (including custodians), grandparents or grandchildren – who are visiting citizens of Georgia legally residing in the territory of the Member States;
- (f) members of official delegations who, following an official invitation addressed to Georgia, are to participate in meetings, consultations, negotiations or exchange programs, as well as in events held in the territory of the Member States by intergovernmental organisations;
- (g) pupils, students, post-graduate students and accompanying teachers who undertake trips for the purposes of study or educational training, including exchange programs as well as other school-related activities;
- (h) journalists and accredited persons accompanying them in a professional capacity;
- (i) participants in international sport events and persons accompanying them in a professional capacity;
- (j) representatives of civil society organisations when undertaking trips for the purposes of educational training, seminars, conferences, including in the framework of exchange programs;
- (k) persons participating in scientific, cultural or artistic activities, including university and other exchange programs;
- (l) persons who have presented documents proving the necessity of their travel on humanitarian grounds, including to receive urgent medical treatment and the person accompanying such person, or to attend a funeral of a close relative or to visit a seriously ill close relative.
[8] Fees for processing the visa application are waived for the following categories of persons:
- (a) pensioners;
- (b) children under the age of 12;
- (c) members of national and regional governments and of Constitutional and Supreme courts, in case they are not exempted from the visa requirement by this Agreement;
- (d) persons with disabilities and the persons accompanying them, if necessary;
- (e) close relatives – spouse, children (including adopted), parents (including custodians), grandparents or grandchildren – of citizens of Armenia legally residing in the territory of the Member States, or citizens of the Union residing in the territory of the Member State of which they are nationals;
- (f) members of official delegations, including permanent members of official delegations, who, following an official invitation addressed to Armenia, shall participate in meetings, consultations, negotiations or exchange programs, as well as in events held in the territory of one of the Member States by intergovernmental organisations;
- (g) pupils, students, post-graduate students and accompanying teachers who undertake trips for the purposes of study or educational training, including exchange programs as well as other school-related activities;
- (h) journalists and technical crew accompanying them in a professional capacity;
- (i) participants in international sport events and persons accompanying them in a professional capacity;
- (j) representatives of civil society organisations and persons invited by Armenian community non-profit organisations registered in the Member States when undertaking trips for the purposes of educational training, seminars, conferences, including in the framework of exchange programs or Pan-Armenian and community support programs;
- (k) persons participating in scientific, academic, cultural or artistic activities, including university and other exchange programs;
- (l) persons who have presented documents proving the necessity of their travel on humanitarian grounds, including to receive urgent medical treatment and the person accompanying such person, or to attend a funeral of a close relative or to visit a seriously ill close relative.
[9] Fees for processing the visa application are waived for the following categories of persons:
- (a) for close relatives — spouses, children (including adopted), parents (including custodians), grandparents and grand- children — of citizens of the European Union legally residing in the territory of the Republic of Azerbaijan, of citizens of the Republic of Azerbaijan legally residing in the territory of the Member States, of citizens of the European Union residing in the territory of the Member State of which they are nationals, and of citizens of the Republic of Azerbaijan residing in the territory of the Republic of Azerbaijan;
- (b) for members of official delegations, including permanent members of official delegations, who, following an official invitation addressed to the Member States, the European Union or the Republic of Azerbaijan, shall participate in official meetings, consultations, negotiations or exchange programmes, as well as in events held in the territory of the Republic of Azerbaijan or one of the Member States by intergovernmental organisations;
- (c) pupils, students, post-graduate students and accompanying teachers who undertake trips for the purposes of study or educational training, including in the framework of exchange programmes as well as other school related activities;
- (d) persons with disabilities and persons accompanying them, if necessary;
- (e) participants in international sports events and persons accompanying them in a professional capacity;
- (f) persons participating in scientific, cultural and artistic activities, including university and other exchange programmes;
- (g) persons who have presented documents proving the necessity of their travel on humanitarian grounds, including to receive urgent medical treatment and the person accompanying such person, or to attend a funeral of a close relative, or to visit a seriously ill close relative;
- (h)representatives of civil society organizations when undertaking trips for the purposes of educational training, seminars, conferences, including in the framework of exchange programmes;
- (i) pensioners;
- (j) children under the age of 12;
- (k) journalists and technical crew accompanying them in a professional capacity.
[10] Visa processing fees are waived for the following categories of persons:
- (a) members of official delegations who, following an official invitation addressed to Cape Verde, the Member States or the Union, take part in meetings, consultations, negotiations or official exchange programmes, or in events in the territory of a Member State or of Cape Verde organised by intergovernmental organisations;
- (b) children under 12 years of age;
- (c) school pupils, students, postgraduate students and accompanying teachers travelling for study or educational purposes;
- (d) researchers travelling for the purposes of scientific research;
- (e) participants no older than 25 years of age taking part in seminars, conferences or sports, cultural or educational events organised by non-profit organisations.
[11] Fees for processing visa application are waived for the following categories of persons:
- (a) for members of national and regional Governments and Parliaments, Constitutional Courts and Supreme Courts, if they are not exempted from the visa requirement by this Agreement; (b) for members of official delegations, including permanent members of official delegations, who, following an official invitation addressed to the Member States, the Union or Belarus, shall participate in official meetings, consultations, negotiations or exchange programmes, as well as in events held in the territory of Belarus or one of the Member States by intergovernmental organisations;
- (c) for close relatives – spouses, children, parents and persons exercising the parental authority, grandparents and grandchildren of citizens of the Union legally residing in the territory of Belarus, of citizens of Belarus legally residing in the territory of the Member States, of citizens of the Union residing in the territory of the Member State of which they are nationals, and of citizens of Belarus residing in the territory of Belarus; (d) persons participating in scientific, academic, cultural and artistic activities, including university and other exchange programmes;
- (e) pupils, students, post-graduate students and accompanying teachers who undertake trips for the purposes of study or educational training, including in the framework of exchange programmes as well as other school related activities; (f) participants in international sports events and persons accompanying them in a professional capacity; (g) participants in official exchange programmes organised by twin cities and other municipal entities;
- (h) representatives of civil society organizations when undertaking trips for the purposes of educational training, seminars, conferences, including in the framework of exchange programmes; ENOfficial Journal of the European Union 9.6.2020 L 180/7 (I) participants in official EU cross-border cooperation programmes between Belarus and the Union; (j) persons with disabilities and persons accompanying them, if necessary;
- (k) persons who have presented documents proving the necessity of their travel on humanitarian grounds, including to receive urgent medical treatment and the person accompanying such person, or to attend a funeral of a close relative, or to visit a seriously ill close relative; (l) children under the age of 12.
Cases of exemption from the visa processing fee:
I.SHORT-STAY VISAS
No visa fees are levied for the processing of short-stay visa applications lodged by the following categories of third-state nationals:
- Foreign officials employed by international organizations to which Romania is party;
- Staff members of foreign diplomatic missions and consular posts, persons accompanying state and government officials, parliamentary delegations and other official guests, as well as their family members, based on reciprocity;
- Children under 6 years of age;
- School pupils, students, postgraduate students and accompanying teachers who undertake journeys for the purpose of academic, scientific or professional training;
- Researchers from third countries travelling for the purpose of carrying out scientific research as defined in Recommendation No 2005/761/EC of the European Parliament and of the Council of 28 September 2005 to facilitate the issue by the Member States of uniform short-stay visas for researchers from third countries travelling within the Community for the purpose of carrying out scientific research;
- Representatives of non-profit organisations aged 25 years or less participating in seminars, conferences, sports, cultural or educational events organised by non-profit organisations;
- Family members of Romanian citizens and of citizens of other member states of the European Union or of the European Economic Area, as well as of the Swiss Confederation, who accompany or join their respective family members, in accordance with the definition of “family members” provided for in art.2 para(1) point 3 from Emergency Government Ordinance no. 102/2005 regarding the free movement on the territory of Romania of citizens of the European Union and the European Economic Area and of the Swiss Confederation.
On the grounds of the Agreement between the Government of Romania and the International Organisation of La Francophonie regarding the establishment in Bucharest of the Regional Office for Central and Eastern Europe and its privileges and immunities on the territory of Romania, ratified by Law nº18 of March 5th 2020, the following categories of visa applicants are exempt from the visa processing fee:
- representatives of member and observatory states and Governments of the International Organisation of La Francophonie (OIF), their alternates, advisers and experts,
- staff members and experts of the OIF,
- spouses and family members of the above-listed categories who are dependants of the above,
- persons invited by the OIF to come to Romania for official missions at the locations of the Regional Office for Central and Eastern Europe (BRECO) from Bucharest.
II.LONG-STAY VISAS
No visa fees are levied for the processing of long-stay visa applications lodged by the following categories of third-state nationals:
- Starting with October 21st 2016, no long-stay visa fees are charged for the citizens of Ukraine, pursuant to the entry into force of the Agreement between the Government of Romania and the Cabinet of Ministers of Ukraine on the exemption from visa fees for the issuance of long stay visas;
- Foreign officials employed by international organizations to which Romania is party;
- Staff members of foreign diplomatic missions and consular posts, persons accompanying state and government officials, parliamentary delegations and other official guests, as well as their family members, based on reciprocity;
- Family members of Romanian citizens and of citizens of other member states of the European Union or of the European Economic Area, as well as of the Swiss Confederation, who accompany or join their respective family members, in accordance with the definition of “family members” provided for in article(2) para(1) point(3) from Emergency Government Ordinance no. 102/2005 regarding the free movement on the territory of Romania of citizens of the European Union and the European Economic Area and of the Swiss Confederation;
- Family members of Romanian citizens, in accordance with the categories of “family members” as provided for in article article(46) para(16) from Emergency Government Ordinance no. 194/2002 on the regime of aliens in Romania, as republished and amended.
On the grounds of the Agreement between the Government of Romania and the International Organisation of La Francophonie regarding the establishment in Bucharest of the Regional Office for Central and Eastern Europe and its privileges and immunities on the territory of Romania, ratified by Law nº18 of March 5th 2020, the following categories of visa applicants are exempt from the visa processing fee:
- representatives of member and observatory states and Governments of the International Organisation of La Francophonie (OIF), their alternates, advisers and experts,
- staff members and experts of the OIF,
- spouses and family members of the above-listed categories who are dependants of the above,
- persons invited by the OIF to come to Romania for official missions at the locations of the Regional Office for Central and Eastern Europe (BRECO) from Bucharest.
NOTICE: The visa processing fee is not refundable, apart from for the following situations:
- when the fee was paid at a diplomatic mission or at a consular post which is not competent to receive and process the visa application;
- when the visa application is not admissible in accordance with legal provisions in force.
