Representation Arrangements
Following the entry into force of Decision (EU) no. 210/2024 of the Council of December 30th 2023 regarding the full application of the provisions of the Schengen acquis in the Republic of Bulgaria and Romania, as of March 31st 2024, Romania became a Schengen member state and therefore, fully implements the provisions of the Schengen acquis, including the provisions on visa policy.
Therefore, through the diplomatic missions and consular posts or using one of the alternative instruments regulated by Regulation (EC) no. 810/2009 of the European Parliament and of the Council of 13 July 2009 on the establishment of a Community Visa Code (Visa Code), Romania issues Schengen visas for third state nationals.
According to the provisions of Article 8 of the Visa Code, the Schengen member states have the possibility to conclude representation agreements with other member states, for the issuance of uniform visas by the latter.
Up to this point, Romania has concluded Representation Arrangements with the following Schengen member states, which thus represent Romania for the receipt, examination and taking decisions on all types of uniform visa applications:
1.The Portuguese Republic - The bilateral representation arrangement between the Ministry of Foreign Affairs of Romania and the Ministry of Foreign Affairs of the Portuguese Republic concluded for the purpose of examining and solving applications for Schengen visas of any type, on behalf of Romania, in the Republic of Angola, the Democratic Republic of East Timor, Democratic Republic of São Tomé and Príncipe, with entry into force from May 20th 2024.The agreement was modified to include the representation of The Portuguese Republic by Romania and is operational since April 27th 2026.
The Portuguese Republic will represent Romania at the Consulate General of Portugal in Luanda, at the Portuguese Embassy in Dili and at the Common Application Center in São Tomé.
Romania will represent The Portuguese Republic at the Romanian Embassy in Damascus.
2.Kingdom of Belgium - Representation Arrangement between the Ministry of Foreign Affairs of Romania and the Federal Public Service for Foreign Affairs, Trade and Development Cooperation of the Kingdom of Belgium, for the purpose of examining and issuing Schengen visas in the Democratic Republic of the Congo, with entry into force from July 30th 2024;
The Kingdom of Belgium will represent Romania at the diplomatic mission and consular post of the Kingdom of Belgium in Kinshasa and Lubumbashi, on the territory of the Democratic Republic of Congo.
3.French Republic - Representation Arrangement between the Ministry of Foreign Affairs of Romania and the Ministry of Europe and Foreign Affairs of France, for the purpose of examining and issuing Schengen visas in the Republic of Sri Lanka, in the Republic of Benin, in the Republic of Togo and in Papua New Guinea, with entry into force on July 30, 2024;
France will represent Romania at the following French diplomatic missions and consular posts:
- Colombo (Republic of Sri Lanka) – from the date of entry into force, until April 30th, 2025;
- Cotonou (Republic of Benin);
- Lomé (Republic of Togo);
- Port-Moresby (Papua New Guinea)- applications will be received at the diplomatic mission of France in Singapore.
